Boback Endorses State Government Reform Package

Rep. Karen Boback (R-Columbia/Luzerne/Wyoming) this week voted in support of a package of reform legislation, known as the Pennsylvania Agenda for Trust in Harrisburg (PATH). 

“These types of reforms are exactly what we need to bring about greater transparency in state government operations,” said Boback.  “Our state government belongs to the people and they deserve to have access to information about government spending and lobbying activities.  This is the biggest reform package to advance in more than 25 years.” 

Legislation included in the PATH package would: 

  • Strengthen whistleblower protections for all state employees and those working on state contracts.
  • Bar employees of companies that offer a competitively sealed bid from participating in the evaluation of proposals for the contract for two years.
  • Make the Right-To-Know law applicable to public procurement contracts.
  • Increase maximum penalties for lobbyists who are convicted of violations of the Lobbying Disclosure Act.
  • Prohibit members of the Legislature from creating or maintaining non-profits that receive public funds.
  • Establish an online public database of state expenditures. 

Boback noted that the reform measures were a bipartisan effort and included bills from both parties.  All but one of the bills passed the House unanimously. 

“The House is very energized this session, and we are dedicated to working together to improve state government, work efficiently and cooperate across the aisle,” said Boback.  “I am optimistic about what we will be able to accomplish and hopeful we can keep this positive momentum going.”
