Boback Spoofing Legislation Advances from Committee

The House Judiciary Committee has given the green light to legislation authored by Rep. Karen Boback (R-Columbia/Luzerne/Wyoming) that would make the practice of “spoofing” illegal.


“I am pleased to see my spoofing legislation moving forward because I believe it will help protect people from a scam that is becoming more prevalent,” said Boback.  “It is important for state government to stay ahead of the curve in protecting citizens from this type of scam, which could cost citizens money and make them more vulnerable to identity theft.”


Spoofing is the practice of altering the caller identification information displayed on the receiving end of a telephone call.  The tactic is used to deceive the call recipient into believing a communication is coming from a legitimate business in order to garner sensitive or confidential information.


House Bill 529 would ban spoofing by defining the offense as a misdemeanor, which could carry a fine of up to $2,500 and up to one year in prison for a first offense.


“People should be cautious about giving out personal information if they receive a phone call from a business or government entity,” said Boback.  “It is perfectly acceptable to ask for information requests in writing and to double check the source of the request.  Identity theft is the fastest growing crime in America, and people cannot be too careful with their personal information.”


House Bill 529 received unanimous support in the House Judiciary Committee and will now go before the full House for consideration.
