Use of High Tunnels Addressed By House Bill, Boback Says

HARRISBURG – On Wednesday, the Senate voted in favor of House Bill 1440, which addresses real estate assessment and building code issues surrounding the use of high tunnels, Rep. Karen Boback (R-Columbia/Luzerne/Wyoming), the author of the legislation, today said. High tunnels allow farmers to extend the growing season for crops through the use of a Quonset-shaped structure which acts as a canopy over plants.
“This allows the agricultural industry to not only increase its growing season, but also improve plant, water and soil quality,” Boback said. “The use of high tunnels is widespread across the Commonwealth. It is time for state regulations to catch up to this growing trend.”
In particular, House Bill 1440 clarifies the definition of “agricultural buildings” to include high tunnels. In addition, a separate measure which became Act 114 of 2013 exempts high tunnels from assessment as real estate.
The measure now goes to the governor for his signature.
