House Committee Approves Bill Creating Disaster Assistance Act, Boback Says

HARRISBURG – The House Veterans Affairs and Emergency Preparedness Committee this week unanimously passed Senate Bill 720, Rep. Karen Boback (R-Columbia/Luzerne/Wyoming) said. The legislation would create a state disaster assistance program to provide grants to municipalities that suffer infrastructure damage during a natural or man-made disaster, provided that the damage does not qualify for federal assistance.
“This program would be similar to those found in more than 20 other states across the nation,” Boback said. “As a member of the committee, I was proud to vote in favor of it and I know it will go a long way toward helping communities deal with damage from events such as flash floods, snowstorms, fires and tornadoes.”
The committee voted unanimously to include a Boback amendment which would extend powers of arrest for out-of-state law enforcement personnel, while they assist in a search for a fugitive. This would only be allowed if there is a declaration of emergency by the governor, which has invoked the provisions of the Commonwealth’s Emergency Management Assistance Compact with the surrounding states.
“I authored this amendment on behalf of the Pennsylvania State Police, who asked for it following the tragic shooting death of Corporal Bryon Dickson outside the Blooming Grove barracks last month,” Boback said. “This clarifies a gray area in our current law.”
The bill now goes to the full House for consideration.
